When Congress closes military bases, the property becomes available to the local community.  Military property is often valuable and may contain housing, warehouses, or other buildings that could be of use to homeless people and service providers.  A federal law called the Base Closure Community Redevelopment and Homeless Assistance Act of 1994 gives homeless service providers the chance to occupy and use closed military property at no cost.

This audio training provides an overview of the base closure process.  It reviews the key steps in the process, emphasizing the rights of providers of services to homeless people in each step.
