Shuttered Military Bases Offer New Opportunities for the Homeless

This article explains provisions under the Base Closure Community Redevelopment and Homeless Assistance Act of 1994 that require communities near closing military bases to consider the needs of homeless people redeveloping the surplus property.

Groups providing services to homeless people may apply to use the closed military bases to create shelters, transitional or permanent housing, food banks, job training sites and other services for homeless people. This article gives several examples of successful redevelopment plans that include such provisions for the homeless.
