Model State Legislation: Hate Crimes/Violence Against Homeless People

Due to an increase in hate crimes and violence against homeless people, this proposed legislation seeks to:

  • Include homeless persons as a protected class in state hate crimes statutes;
  • Prohibit hate crimes against homeless individuals and punish offenders; and
  • Train law enforcement officers to effectively and humanely deal with homeless individuals.

Similar legislation is pending in Maryland and Massachusetts while California and Maine are the only two states to pass portions of this proposed legislation.
