Public Housing Authorities Respond to Victims of Domestic Violence
Because domestic violence is one of the leading causes of
homelessness, public housing and housing voucher programs are vital resources
for low-income women and families experiencing domestic violence. Providing
these resources for victims of domestic violence is a joint venture between
local public housing authorities (PHAs), local law enforcement, and social
service agencies.
This publication outlines steps taken by PHAs, law
enforcement, and social service agencies through three case studies. The
examples of Seattle, New York
City, and Milwaukee demonstrate
ways that PHAs can meet the needs of victims of domestic violence in their communities.
The methods include: bridging cultural divides; establishing a continuum to
provide assistance at all points in the cycle of domestic violence; and
catching victims who fall through the cracks of traditional assistance
programs.
In addition, this publication explains the legislative and
funding challenges faced by PHAs and how the government can alleviate them.
