The Homeless Etc. (Scotland) Act of 2003 brought Scotland to the forefront of countries that recognize the human right to housing. The act takes affirmative measures to prevent and end homelessness.
The law creates an immediate right for homeless people to be placed in temporary housing with a guarantee that they will be moved to permanent housing within a year.
Mental health, employment, and other support services are integrated into housing placements to ensure a successful transition to secure housing.
