Comments for Proposed Regulations Implementing Part C of IDEA

The Early Intervention Program for Infants and Toddlers with Disabilities

On July 23, 2007, NLCHP and the National Association for Education of Homeless Children & Youth (NAEHCY) submitted comments to the U.S. Department of Education (DOE) about the implementation of Part C of the Individuals with Disabilities Education Act (IDEA), a program which focuses on infants and toddlers with disabilities.

While specific data on homeless child participation is unavailable there is reason to believe that homeless children may be underserved within the program.  They have a long history of experiencing barriers when accessing preschool and special education programs.  NLCHPs recommendations would help to ensure that barriers facing homeless children are surmounted.
