2008 Voting Rights Report
NLCHP has tracked the development of the laws that affect the voting rights of homeless people. In this third report on the topic, NLCHP lays out the voting rights of people experiencing homelessness, barriers faced by such persons when registering and voting, and strategies to overcome those barriers. NLCHP also provides recommendations for policy-makers on ways to improve registration and voting systems to ensure homeless persons are not unjustly disenfranchised. Finally, the report discusses the impact of the Help America Vote Act ("HAVA"), enacted by Congress in 2002 in response to voting irregularities in the 2000 election, new state voter identification laws, and the REAL ID Act, enacted by Congress in 2005.
