Applying the Rehabilitation Act of 1973

Education of Homeless Children and Youth

Section 504 of the Rehabilitation Act protects individuals with disabilities from discrimination on the basis of handicap in several contexts, including education. This memo analyzes the application of Section 504 to students with disabilities in homeless situations.  It considers the benefits of using Section 504 in advocacy and analyzes the overlaps between Section 504 and the McKinney-Vento Act.
