Letter from IL State Board of Education General Counsel re: Protecting Confidentiality

This August 10, 2000 letter explains the General Counsel's finding that information about a student's homelessness is a protected part of the student's educational record, subject to FERPA.  It notes that: "There is no exception which would permit disclosing school record information about a student's housing to a landlord or housing authority..." Although the letter is based on IL statutes, those statutes are comparable to FERPA, such that the finding is applicable under federal law as well.
