Question of the Violation of Human Rights and Fundamental Freedoms in any Part of the World

This document is a statement submitted by NLCHP and the Habitat International Coalition to the Economic and Social Council of the United Nations.

The statements purpose was to draw the attention of the United Nations to legislation enacted and enforced in jurisdictions in the U.S. that violates internationally recognized human rights.

Some of the violations include:

  • that racial minorities are grossly over-represented in the homeless population;
  • a lack of sufficient shelter space for the problem of homelessness;
  • the criminalization of homelessness; and
  • the selective and discriminatory enforcement of laws used to sweep homeless people away from specific areas.
