Examines "Not in My Backyard" (NIMBY) opposition and efforts to exclude housing and services for homeless people. Discusses the results of a survey of 92 transitional housing providers in 71 U.S. cities and small towns and provides statistics on emergency shelter and transitional housing capacity.
