Comments on the SAMHSA Proposal for the Community Mental Health Services Performance Partnership

This document includes comments from NLCHP, the National Coalition for the Homeless, and the National Health Care for the Homeless Council to the U.S. Department of Health and Human Services on how substance abuse and mental health grant funds can be used to more effectively help homeless people. 

In response to the Substance Abuse and Mental Health Services Administrations (SAMHSAs) request for comments on a proposal for moving to a performance partnership model, this document offers comments and recommendations for the success of the program.
